missing file privileges

Hello , I have tried everything to fix this issue but there are certain games in my library that I try to install on my external hard drive (D:) and it gets to a point where the download just stops while trying to install and says its missing file privileges. this has happened when i try to install games like Marvel Rivals or Sea of Thieves and idk how to fix it . I have tried to reinstall the app, I have tried to repair the library , to clear the cache ,to verify files and none of those fix the issue or tell where the issue is . idk what to do. it only started happening this month idk what happened

well I fixed my steam all it took was to uninstall steam and reinstall it,reset my external drive and delete all steam related files on my pc ,but hey at least it works now

Missing File Privileges. This is something I have had to deal with. What fixed it for me is Exiting Steam COMPLETELY! We are talking about going into Task Manager after X-ing Out Steam and making sure Steam is completely STOPPED and ENDED to the root. Just make sure Steam is completely closed out. Next, what you want to do is start Steam in the form of 'Run as Administrator', (Right Clicking your Start Bar or Task Bar Pin or Source .EXE File will give you this option) This Administrator Allowance is what gives the File Privileges to install new games, software, updates, etc. This is what works for me every time. Something to keep in mind for future reference.
