Unable to upload images to Steam Workshop submissions

When I attempt to upload images to a steam workshop submission, there is an infinite loading loop and the image never uploads. I believe this is a universal issue as no one else seems to be able to add additional images to submissions. I think it started in the evening of March 4th (8pm CST).

From what I can tell in the Chrome inspector, It seems related to the SSL certificate for https://ufs48.discovery.steamserver.net:8699/ugcupload

Can change the description text, but not add images to the slideshow. Tried different files formats and size, different browsers, the app on android and pc. it's stuck on an infinite loading loop.

I'm having this issue as well. Image does not complete uploading and is caught in a loading loop.
