Collection counter doesn't update if "Show only ready to play games" is enabled

ISSUE
Installing / uninstalling games does not correctly update the counter for the amount of games inside a collection.

This applies to:
- the "Group by collection" view in the sidebar
- the "Your collections" screen

OS
Windows 10

STEPS
Go to your Library.
Enable "Group by collection" in the sidebar dropdown.
Enable "Show only ready to play games".
Add several games to a collection (e.g. to the "Favorites" collection).
Install one (or more) of those games.
Go to Library > "Your collections".

RESULTS
The counter doesn't update.
Newly installed games do not increase the counter.
Newly uninstalled games do not decrease the counter.
You have to remove and add the games to the collection again (or restart Steam).


EXPECTED
The counter in both the sidebar and the "Your collections" screen should refresh immediately, even if "Show only ready to play games" is enabled.

Interestingly, this issue does not affect soundtracks at all (in any collection), only games and tools.

Also, the pseudo-category "Uncategorized" is completely unaffected by this bug (any installed game increases the counter immediately).
