Email about added phone number shows wrong phone number

The email that tells you you added a phone number to your account displays the wrong phone number. It says "A phone number (ending in XX) has been added to your account." However, instead of the new phone number's last two digits being displayed, the last two digits of the old phone number are displayed.

To reproduce:
- Have a phone number on your account
- Add a different phone number to your account
You will receive an email "A phone number was added to your Steam account" which has the old number in it.
