loading starts at 33% and shows that 33% of the files are already installed at 33 although these are fake percentages after restarting steam nothing changes
I reset the download cache and nothing changed. This happened after a new Steam update. My friends have the same problem. I hope Valve will release a fix for the interface soon.

Seems to have been fixed in the latest beta (27th / 28th of March):

Improved accuracy of download progress and time estimates.
Accuracy will improve over the course of more downloads.
