Steam Overlay Unresponsive in Fullscreen Mode - RDR2

ISSUE
Steam overlay becomes unusable when playing Red Dead Redemption 2 in Fullscreen mode.

OS
Windows 11 Pro
Version: 24H2
Installed on: ‎11/‎27/‎2024
OS build: 26100.2605
Experience: Windows Feature Experience Pack 1000.26100.36.0

STEPS
Launch Red Dead Redemption 2 via the Steam client.
Set the game to run in Fullscreen mode.
Press Shift + Tab to open the Steam overlay.
Attempt to interact with the overlay or close it.

RESULTS
The Steam overlay is displayed on the screen but is completely unresponsive.
No buttons or UI elements within the overlay can be interacted with.
The overlay cannot be closed, requiring the game to be restarted.
Occasionally, the F12 screenshot function and the Steam game recording feature also fail to work in Fullscreen mode.

EXPECTED
The Steam overlay should function normally in Fullscreen mode, allowing interaction and the ability to close it.
F12 screenshots and game recording should work consistently regardless of the display mode.

NOTES
The issue does not occur when the game is set to Windowed Borderless mode; the overlay functions as expected in this configuration.
This behavior has been consistently reproducible.
