Giphy function and thumbnails broken in chat

Hello everyone,

Whenever I type /giphy and a word it doesn't show the gif. Copy paste doesn't solve it either.
But when my friend posts the same thing it works.
Later I figured out, that /giphy works in one groupchat but not in the other one.
When I copy the link of a gif from giphy's webpage, it only shows the link but not the gif.

The same happens with youtube. If I post a youtube video, it only shows the link but not the thumbnail from it, which is normally does.

This is now going on for 3 days. Restarting steam or the PC didn't solve this issue.
Running on Windows10 in case it matters.

I have the same issue. Even repairing the steam.exe does not work.

Edit: Somehow it works now. Just reinstalled steam and 2 days later or something ...
