Does not matter if you use Big Picture or not, it's a global Steam issue.
1. Launch Steam, connect DualSense via bluetooth, launch game. Play for a bit.
2. Exit game and turn off controller by holding PS button for 15 seconds.
3. At this point, Steam is the active window.
4. Leave the room and let the computer go to sleep by itself.
5. Wake computer by pressing a key on the keyboard.
6. At this point, Steam is the active window.
7. Turn on DualSense, it works fine in Steam. Use it to launch a game.
8. Game doesn't receive gamepad input. When moving the left stick, you heard the Steam UI sounds. THIS IS THE BUG.
9. Alt-Tab out of the game and force close it. Exit Steam completely.
10. Start Steam, launch game. Gamepad input works fine.
I was using an xbox controller *without* the dongle, no problem. Then I went out and got the dongle and now I have this exact issue.
Division 2 and relaunch it so it can recognize the controller(Xbox One S/X and Xbox Core S/X)
