Why do you report this as a bug in the Steam Client Beta, & did you take this up with Steam Support?

In your trade history you can check if indeed it was your friend you traded with and if not, who it was you realy traded with. Any chance a scammer might've gotten in between?

As long as the accounts are not abused against other rules on Steam, they won't mind.

But this question does bring me back to scammers. Scammers pick up on alt accounts and might, under the threat of a "pending ban" (doesn't exist on Steam) urge potential victims to trade to a friend or alt acc., "giving the opportunity to trade the items to safety before the acc. gets locked".
Here the scammers would pressure the victim for time while also bombarding the victim with chat messages so much, that the victim often won't take time to check if it's realy their friend's acc. or their own alt acc.. The scammers can copy the most obvious parts (avatar, nickname, screenshots) of a profile within 2 seconds.

So yeah, if such a scammer contacted you, you or your friend might've thought you were trading to each other or to your own alt, while in fact it was to a copy of the account controled by the scammer.
If this is the case, items won't be returned.
