Has anyone encountered sync errors caused by Steam Controller Configs (AppID: 241100)?

Since May this year, whenever I launch any game on Steam, I get the message: "Unable to sync, Steam was recently unable to sync your 「」 saves with the Steam Cloud." (The 「」 part is blank.)
(This includes games that don't support Steam Cloud.)

Following Steam Support's advice, I checked the Steam Cloud log file at (~/Steam/logs/cloud_log.txt) and found that the error is related to Steam Controller Configs (AppID: 241100), with the controller configuration sync showing an "error" due to an IO error.

The log indicates that the problematic controller configuration is from a non-Steam game I played on my Steam Deck. Even though I removed the game from the Steam Deck, the controller configuration remains in the "Steam Controller Configs (AppID: 241100)" directory on the Steam Cloud.

Now, whenever I open any game on my PC, it tries to sync all controller configurations saved in the cloud (including the removed non-Steam game), resulting in an error message.

I believe repeatedly attempting to sync the deleted game's controller configuration is a bug.

Based on my tests, simply changing the game's name alters the controller configuration, and this generates an additional controller configuration file. Eventually, this could lead to an excessive number of files, causing the Steam Cloud to run out of space.

Regarding the IO error, I suspect that there are unsupported characters in the game name that caused the issue on the Steam Deck. Using the file manager on the Steam Deck, I can see the controller folder for the game (~\Steam\steamapps\common\Steam Controller Configs\"userID"\config\"error game"), but I can't open it, while other games don't have this problem.

Furthermore, in the "Steam Controller Configs (AppID: 241100)" directory on the Steam Cloud, the name of the problematic game also contains garbled characters like "��".
