Report a translation problem
This looks like what's causing it. Since getting a UPS and connecting it to USB to monitor it, there's been all sorts of weird behavior from windows and other software thinking my PC is a laptop. The incorrect Steam hardware survey is one thing but the 23.12.1 Radeon drivers automatically throw my 6950XT into HYPR-RX Eco mode upon any game launch because it thinks I'm running on battery. Best solution I've found so far is to disconnect my UPS from USB and trust I hear the alarm early enough to shut my system down in case the power goes out. Guess UPSes aren't common enough for devs to account for these cases...
