[BUG] No friends chat toast notifications and no sound when on Invisible mode

ISSUE
When having your status on Invisible mode friends chat toast notifications doesn't show, including the sound. On client and in a game.

OS
Windows 10

STEPS
- Put Steam on Invisible mode, or play a game while on Invisible mode
- Wait to a friend to send you a chat message

RESULTS
You don't get notified by a friend chat toast notification on client and in game.

EXPECTED
Steam client should show a toast notification with it sound on Invisible mode everytime a friend send you a chat message, like other toast notifications do.

Sounds legit and not like i bug its more like youre offline anyway for others why would you want to get notifications ? but theres also the busy mode for that.

This is a bug since some years, it worked in the past.

By the way, "Offline" and "Invisible" status are two different things, while "Invisible" it let you use the chat and receive chats, so you should get notifications like all the other notifications that shows like a new discount in a game, a new post in your thread, a new item received... All those ones works on "Invisible" mode, not for chat anymore...

If you don't like to get chat notifications at all there's a button for this: "Don't disturb" that clearly says: "Disable all chat notifications"
