Private Games and Steam Families
When a game is marked as private by the owner, that game appears in the owner's list of Excluded Games in the Family Management Library. However, that game is still shared among the family.
While the ideal scenario for me is that private games are not shared, the inconsistency in the UI is still a bug.

Games marked as private shouldn't appear anywhere except in owner's private area.

Can you be more specific about what you're doing here? Games marked as private definitely should not be shared across the family and from what I can see that is working correctly.

I have a game marked as private in my library (and also hidden in library).
My other family member is able to see that game in their library (but can't launch it). So they know I own this game. So it's not private anymore.

Yes, on the same computer, but different Windows user.
It's actually OK (not displayed) on another computer.

Just adding in that the original problem that caused me to make this post has been fixed. I do not know if this was added in a beta update or something else, but games marked Private now show in the Excluded Games section of the owner's family management and are completely absent from other users' libraries (as expected).
They are, however, on completely separate computers, so Slaash's issue is still relevant.
