What does "Mark Private" on a game do?

In general, marking a game as private will cause the game to appear to other users on the Steam platform as if you did not own it at all. If a game is marked as private:

• You will not receive Steam Trading Cards for the game while it is marked as Private.

It should work just like games that have added cards long after release. If you un-private the game after playing for a few hours, it should retroactively drop them for play time accumulated and you can mark it private again.

I haven't tested this out myself yet but I think it should work this way.

I've noticed this issue but private then un-private does not help.
So I'm activating games which has trading cards but somtimes the did not drop trading cards.
The recent one is https://store.steampowered.com/app/321270/UNLOVED/ which was activated using a key. But the cards not dropping even after 10h of playtime. Tried to make it private and then un-private but this does not help. Any ideas what else we could try in this situation?
