Flagging bad user tags sometimes fails and make them appear as if applied
This is a reboot of https://steamcommunity.com/discussions/forum/1/1747892438660401062/ since it was posted in 2019 in the Help section, but the bug is back now in 2024 and better reported in this sub-forum

I tried to flag abusive/wrong tags on games and noticed the following:
- tags are not always applied. Out of 3, 2 actually showed the red flag after I closed the "Thank you for reporting popup", and 1 showed nothing. Repeating the operation (clicking on where the flag should be) didn't work
- tags were *applied* (even if they were *also* reported!) At least this is what the interface says: the reported tags appear in bright blue and hovering them shows "You have added this tag"

Repro:
1. Open any game page, most have bad tags nowadays but if you *really* need one take https://store.steampowered.com/app/821880/Idol_Manager/ and let's say "Hentai" is a bad tag (but if you're Steam staff, you probably have a bunch of hidden dummy games to test anyway, you shouldn't be testing this on a real game!)
2. Click on tag list + button to show all tags and the buttons to remove them (blue flag) and to add them (blue +)
3. Find a bad tag and click the blue flag to report it
4. Close the "Thank you" popup
5. Not 100%, but sometimes, the red flag will *not* appear at this point (repeat many times with many tags, the bug will probably appear at some point)
6. Close the full tag list popup
7. The tag has not been added in the interface yet, so refresh the page
8. Now the reported tag has been added locally! Hover the added tag and check the message to be sure

Note: it is possible that the both issues are merely a visual bug, i.e. the tags were actually reported and not added, but the interface didn't recognize them being reported and shows them as added. However, I tested by flagging a flag I am filtering out of Steam, and it is clear by searching the game title that the game is still blurried on my search, which means that tag has not locally been rejected on my account (which should be the case after a proper report, if I remember correctly). I cannot check if the report worked or not because it takes many reports to remove a tag and it depends on other users.

It shows that my report/downvote was properly taken into account.

So the issue is not bad voting, the issue is that the downvote *appears* as a vote up on the game store page, which is very upsetting because then you game store page is spammed with all the ridiculous tags (and then appear on the left, *before* the real acknowledged tags!)

The downvoted tags should *not* appear highlighted on the game page. They should only be indicated in the + list of all suggested tags with a red flag (and in fact they'd become invisible once they have officially been removed, but people can always check them on https://help.steampowered.com/en/accountdata/AppUserTagVotes)

Ideally you'd want to let user edit their vote up and vote down at any time, you can just add a list "Tags that you've reported/downvoted" below the "Tags that you've added" in the details Tags (+) popup, so users can remove them at any time.
