No clue why you are posting here, it's reserved for beta beta branch not stable branch ...
Anyway may be there is something strange with your steam and/or your comp.
And may be use https://systeminformer.sourceforge.io/ , i think it's better than the current windows task manager by many ways if you're on windows
Also do not forget that despite , steam even "sleeping" in the background is doing many tasks like verifying tjhreads you have subscribed just to see if there is new posts, checking you friends activity , game update, etc ....
But true, for your case constant 10% is a way abnormal...

Steam sometimes has such problems, i just report them, where people at steam are reading about bugs in steam.
It does not need to use that much cpu while in background. And did not need when it didnt have this bug meanwhile.
