Steam Families Beta - Preferred Copy in use locks out other copies

ISSUE
Steam Families Beta - if the preferred copy of a game in your family is in use, unable to select another copy such as your own

OS
Windows 11

STEPS
Select LIBRARY from the main menu
Select a game both you and a family member have
Set your preferred copy to your family members copy
Family member opens the game
RESULTS
Game says you need to purchase the game to play, and cannot change preferred copy

EXPECTED
Should be able to select another copy of the game instead
