Same experience. I recently tried to use the analog activation type for the 8BitDo (connected as Pro Controller). Pulling the trigger just alittle bit should have done a default action and pulling the trigger completely should have added an action layer with a different behaviour.
There wasn't any problem to configure that accordingly by using steam's config tool.
But just like with you, nothing happend - it didn't add that layer, so went for a workaround solution.
Analog activation might not be realised (yet) for these controller types?

Official Switch Pro Controllers do NOT have analog triggers, so setting an 8bitdo to Switch Pro mode will not expose its analog triggers. You have to use the XInput mode.
But the problem is that, even if you do use the XInput mode to try to remap analog sticks to the analog triggers, it doesn't work, same problem for an Xbox controller.
