It's an automatic spam protection cooldown.

For non-limited users, you can post up to 200x in a rolling 24 hour period of time.

For limited accounts, 10x in a rolling 24 hour period of time.

Going by your post history and the 24 hour period of time before you came here, yes, you did post at least 200x in a 24 hour period of time, which triggered the cooldown.
