Deleting controller layouts from the steam input controller config doesn't work

ISSUE
Deleting controller layouts from the steam input controller configuration doesn't work.

OS
Windows 11

STEPS

1. Open a game's steam input controller configuration
   
2. Go to pick a controller layout
   
3. Delete a layout
   
4. Restart the steam client

RESULTS
The deleted layout shows back up.

EXPECTED
The deleted layout stays deleted.

This has been like this for months now. It even effects the Steam Deck.
Will they ever fix it??

Combine that with another glitch when you create a new layout and it doesn't appear on the interface until you restart Steam or open a new game, and is easy to end with a few copies of the same template because you think you didn't save it right and now you cannot even delete the copies.

Ya... i have a lot of duplicate templates because of this

Landed on this post because I have the same problem, and on top of that it also does not delete community layouts if you've shared one!
I shared a layout for a particular game to community after which I revised several times. Result? The community layout page for the respective game is now flooded with multiple and seemingly duplicate layouts from me....
