user account control wanting to make changes everytime i open cs2

everytime i open cs2 i get a box saying " user account control do you want to allow this app to make changes to your device" doesn't matter if i click yes or no cs opens fine, but it didn't start doing it till cs2 was released, i've tried uninstalling cs2 and reinstalling cs2 and reinstalling steam client, but it's still doing it so im posting here as im not sure what to do next.

it happen on major updates or if an antivirus with sandbox and time machine messed with it

exclude steam folder from real-time scan

run steam.exe as administrator

or stop current steam service in console (run as Administrator cmd.exe):
net stop "Steam Client Service"
check C:\Program Files (x86)\Common Files\Steam and delete if present
then type in console:
C:\Program Files (x86)\Steam\bin\steamservice.exe /install

or use ss.bat:

net stop "Steam Client Service"
-w 100000
C:\Program Files (x86)\Steam\bin\steamservice.exe /install

i.e. the update and installation process must be completed, otherwise it will reset and games (especially with VAC) will not work correct or at all or constantly ask for reinstall Steam Client Service

thank you so much that fixed it it was the directx_installer folder and the files missing, added them opened cs2 and it ran the installer took about 3 minutes and that was it done,
