steamwebhelper.exe*32 won't close properly?
There seems to be a problem with the steamwebhelper.exe*32 not closing properly after ending a game while still having some tabs open in the Steam overlay. This actually seems to prevent Steam from closing/restarting as well sometimes(Steam.exe*32 still in process after closing Steam) until i stop the process via Task-Manager.

Here is a screenshot after closing tf2 while having some tabs in the steam overlay still open.

Ahh, thank you kind sir, that is how people are getting extra helper processes! We will fix it.
