[Bug] Functional: No button function and dropdown menus at Windows startup

**Description**
When Steam starts up with Windows, the new Steam Beta Client loads up a black screen. Neither the buttons nor the dropdown menus will work. After a while, the buttons sometimes recover and load a page. Then, the dropdown menus sometimes also recover. On my work laptop, they recover completely, on my home PC, they occasionally load, but most of the time will show a black/empty menu.
Closing the app and restarting it solves the issue.

**Repro steps**
Steps to reproduce the behavior:
1. Power up the PC.
2. Let Windows load.
3. Let Steam start up.
4. See error.

**Expected behavior**
The start page should load and all buttons and the dropdown menus should work.

**Additional context**
This happens only, when Steam is set to start at Windows start up, not when manually started.
This issue is functional and happens in the ENG client as well as other language clients (tested in DEU as well).
