Right-clicking Steam icon in System Tray won't bring up menu

ISSUE
In multi-monitor setups, under specific conditions, right clicking the Steam system tray icon will not bring up the menu.

Specifically if you have your taskbar on any monitor that is placed to the left of your primary monitor, then right clicking the Steam system tray icon on that monitor will not bring up the menu.

In this case the problem occurs on monitor 2, but works fine if the taskbar is moved to monitor 1 or 3. I've moved the monitors around to test in every combination and as previously mentioned it only occurs on monitors placed to the left of the primary monitor. (All monitors are 1080p)
Note that this problem only happens with Steam and no other application.

STEPS

• Place a monitor to the left of your primary monitor in Windows Display Settings
  
• Move your taskbar to this monitor
  
• Right click the Steam icon in the System Tray

RESULTS
Nothing happens.

A menu should show up.

get solved in the last Steam update for me Version 1688001191

Go to steam Settings -> Interface -> Disable (scale text and icons to match monitor settings )

i ran into this issue recently, it seems like theres a client error/runtime error at somepopint when loading. i use my taskmanager to end one of the programs and it snapped itself back to normal and allowed me to close it/ see the menu in the taskbar like i intended to do.

i have the same issue except i only have one monitor. What
