Report a translation problem
1. Go to Steam settings within the Interface section.
2. Set Start Up Location to Library (The -silent parameter in step 7 wasn't working without this selected.)
3. Disable "Run Steam when my computer starts" otherwise you'll get the extra pop-ups on start-up.
4. Open File Explorer, type %appdata% in the address bar, then hit enter.
5. Navigate to ~\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup\
6. Right click within the Startup folder, hover over New, then click Shortcut.
7. Set the location as your steam.exe path within quotes, space then -silent without quotes after the path ("C:\Program Files (x86)\Steam\steam.exe" -silent), then click next.
8. Name it whatever you want then click Finish.
9. Restart your computer and test the outcome.
Steam should now start up only in the system tray after Windows starts up.

Confirmed that this works for me on Windows. I still briefly get the splash screen, but the Steam main window goes instantly to the task tray. Appreciate the post.
