Steam Family Library Sharing not working

ISSUE
Family Library Sharing is not displaying or allowing shared games to be played

OS
Windows 10

STEPS

1. On a set of computers/accounts with Family Library Sharing (https://help.steampowered.com/en/faqs/view/57A7-503C-991F-E9A8) fully setup select LIBRARY from the main menu
   
2. In the search check all categories but uncheck "Group by collection"
   
3. Toggle Show all games (not just installed ones)
   
4. Search for a shared game OR view the shared library

RESULTS

• Either the shared game cannot be found OR games not installed are not displayed and therefore are uninstallable
  
• Any shared games installed have a "Purchase" instead of "Play"

EXPECTED

• All Family Library Sharing eligible games should be searchable and displayed regardless of the sharing library being in use allowing them to be installed.
  
• If the shared game is installed and the library it is being borrowed from is not in use it should be playable.

Notes

• On all accounts Home > Account > Manage Family Library Sharing (https://store.steampowered.com/account/managedevices/) lists all devices & users as being authorized and games borrowed correctly.
  
• The games are Family Library Sharing eligible and have been installed & played via Family Library Sharing in the past.
  
• I have used Family Library Sharing for several years and know it is setup correctly.
  
• Running Steam in administrator or not makes no difference.
  
• This happened before about 1-3 weeks age and nothing short of purging all Steam user settings/files and reinstalling would fix it and that is a nonviable solution if it occurs with such frequency.
  
• The computers are malware free and do not have paranoid security or cleaning software on them.

No I never found a fix for it.

It fixed itself after a few months.

It felt like it was either related to the new client UI or server side and Steam was being sloppy.

What's weird is its only happening on my PC but not my laptop or my brothers PC.
So I was afraid there might be something wrong with my PC.
