Steam UI elements not working [Linux]

1) When I right click a game, and try to do anything - access properties, or browse local files - nothing happens. In-fact, it will click anything that is UNDERNEATH the option menu (like another game in my library or a community post)
2) When I go into my settings to try and change out proton globally, nothing happens. I can succesfully select whatever proton version i want, but it doesn't change the old one whatsoever. (stuck at proton 7-06 i think?)
3) When there are 4+ notifications at any given moment - they go black, and the steam client crashes soon after.
4) Whenever there is a steam notification such as a message, a small window opens for a moment in the top-left side of my screen. This can get tedious and noticeable overtime when you have a friend messaging you through steam.

This has happened for quite a long while now - meaning that no matter how many times I reset steam or turned on/off my pc - that did not work

Addendum to pt 2:
This also means I can't go to my settings and opt-in to the steam client beta

I'm having the same issue, on Manjaro Linux. I also can't opt-in to the steam client beta.

I have the same problem on Lubuntu on normal version of Steam client for linux

Update: I used Big Picture mode to switch to the beta client, and it has the same issue.

I enabled GPU accelerated rendering for web views
in big picture mode > settings > interface
and it works

I noticed that the context menus that open from clicking Steam, View, Friends, etc. along the top bar stop working after trying to launch a game that requires Vulkan shader caching. The skip dialog appears for like a quarter of a second and disappears, then I am unable to interact with anything using those context menus.
