Bug: Steam Client Window not scaling correctly between monitors

ISSUE
When using the steam client with multiple monitors of different resolutions, with the windows 10 window scaling feature enabled, steam client does not correctly scale the inside portion of the app, only the toolbars and outer buttons.

OS
Windows 10

HARDWARE
2560 x 1440 display
1920 x 1080 display

OS SETTINGS
Larger monitor set to main display and on left.
Window scaling set to 125% on larger monitor, and 100% on smaller monitor.
Displays are set to extend.

STEPS
Be on any page or window of the steam client.
Move that window completely from one monitor to the other so it scales.

RESULTS
If you moved from a larger to a smaller monitor, inner elements should be too large.
If you moved from a smaller to a larger monitor, inner elements should be too small.

EXPECTED
Entire steam client should scale correctly, not just the outer elements.

same issue here.
Only restarting the client after moving the steam window to the secondary monitor makes it the right proportions
