Library scrolling away

I just installed the newest beta update when I restarted my computer to reinstall my graphics driver, and when I switched to my library the entire page scrolled away. It's only happened on the library tab, it stopped when I opted out of the beta & came back when I opted back in. When switching from another tab (such as store or community) if the page was still loading when I switch away, the old page is visible in the blank space created by the scrolling. I've also noticed that my mouse movement seems to influence it, the page scrolling down further if my mouse gets close to the content. In windowed mode the same thing happened, but at a diagonal.

Same problem with library tab after latest beta update.
Nothing to do with windows or gpu update. Its a steam bug.

Restarting steam is the only way to bring library back.

this issue is back and i tried rebooting to fix, nothing happened and now im stuck in big picture mode, the side bar scrolls away too

Sounds like I'm suffering the same problem. Also, Steam popup ads are appearing as normal, but they're not loading.
I've deleted Steam (except steamapps and the .exe) and reinstalled, no change.

Same here and also for me every steam game doesn't load/start or is lagging like hell

Games will run at about 3-6 FPS, Only the Library page moves away from the mouse

Guys if you want to access your games I just found that if you go to View(top left) > Small mode, you can see all your game titles. Upvote so people can see
