I'm on Windows 10 Home Anniversary Edition x64 and the latest Steam client beta.
You can back up your skins and games.
That first install isn't redundant, either; it makes sure that you HAVE the right files & registry keys so that Windows gets it all with the uninstallation process (it doesn't touch games or skins that're already there!)
I could not visit this page either but it is Updated . However, it is updated to "Clear download cache" in stead of the "Refresh Your Steam Files" it used to be. Therefore the article is not suitable for your issue anymore.

(Thank you Steam, finaly kb articles get updates. Some have instructions for Windows 98, i believe there's even 1 or 2 with instructions for Windows 95.
