Blank black screen when I open Steam

Every time I try to open steam, I get a blank black screen, which I assume is the log-in screen. I have uninstalled Steam and reinstalled it, and that didn't help. I have Windows 11, but everything was fine up until a couple of days ago.

I have the same issue but it is a blank grey screen instead, none of the pages will load either (Store, Library, etc.) Try making a copy of the steam shortcut, then go into the properties of it. Click in the path then add -noreactlogin to the end of it and see if that works.

That fixed the issue of the blank black login screen. However, I can't log in, and when I click on "can't log in" it brings up another black screen that never loads.

i dont get Black Blank Screen on steam on my HP OMEN Gaming laptop.
the laptop has the latest Windows 10 insider preview 19044.2251 x64

"In the steam settings under interface enable GPU Accelerated rendering and it'll display properly at least that's what fixed it for me"

They've got an animated ad for Darktide that presumably needs GPU accel.

for me doing that doesn't work. and no amount of clearing any caches or restarting my pc or even reinstalling steam will make it work. it's been over a week now, steam support keeps ignoring my requests and reddit and discord are both useless. im starting theres no fix in sight, and I will have to use small mode forever.

I've literally tried everything I can to fix this black or blank login screen issue over the last several days. Got the basic spiel from Steam saying to follow these steps, add no-cef-sandbox, etc. Windows 10 Computer is updated, nvidia graphics drivers are updated to the latest build, no viruses, malware, etc. Tried to put in a steam support ticket, but got told off after a short back and forth. What a joke steam and valve have become. I have no external downloader programs, no memory or CPU tuning programs, nothing modifying or limiting network traffic. All I've been able to pinpoint is the steamwebhelper.exe is getting suspended by windows, steam tries to restart steamwebhelper.exe, it fails again, gets stuck in a suspend loop and the login screen can't actually receive any info from steam to log me in.
