Periodic failure to populate the state/province field when adding funds to acct.

ISSUE:
The state/province field may fail to populate when attempting to add funds to the account. If one tabs through the fields to enter information, and never manually selects a country from the country dropdown, the form cannot be completed and just keeps asking the user to enter a state or province.

OS:
Windows 7
Steam client built Aug 5 2014
Package versions: 1407345483

STEPS:
1) Click on available balance: -> https://store.steampowered.com/account/
2) Click "+ Add funds to your Steam Wallet": -> http://store.steampowered.com/steamaccount/addfunds
3) Click "ADD FUNDS" for any amount: -> https://store.steampowered.com/checkout?cart=#################&microtxn=-1
3a) If the state/province field is populated, repeat steps 1-3

RESULTS:
About every other time I go through the above, I got a message at the top of the form that says:

Your Steam Wallet balance is too low to cover this transaction! The following forms of payment may be used as a secondary payment method.

and at the bottom of the form [and overlapping with the mobile number input box]:

The selected payment method cannot be used from within the game to fund your Steam Wallet. To complete any item purchases with the selected payment method, you will need to add funds to your Steam Wallet through an internet browser first. You can fund your Wallet using this link in your web browser: http://store.steampowered.com/steamaccount/addfunds After adding funds to your Steam Wallet, you will then be able to complete your item transaction through the in game store using your Steam Wallet balance.

These messages go away after manually selecting a credit card type, but the state/province box is a text box instead of a dropdown.

EXPECTED:
The state/province dropdown should populate on page-load.

NOTE: The add a card form is similarly affected. No errors are displayed as above, but the state/province is still blank, preventing completion unless a country is manually selected.

° This seems to imply that if I did have the available funds, it would (sometimes?) try to pay for adding funds to my wallet with the contents of my wallet? Is this because I can purchase and give it to someone else? update: tried again with enough funds and still get the error, so I guess it isn't trying to pay for itself with wallet funds...
