Simply re-open up the menu after clicking [OK], it won't apply.
If you change it to 0:00 - 1:00 and press [OK], it will apply.
If you then try to change it back to 0:00-0:00, it will stick as 0:00-1:00.
Disable it. Press [OK]
Enable it, set it to 0:00-0:00, press [OK], and it will show up as disabled.
Vicious cycle starts again.
That being said, not sure it's even intended to support 24 hour exclusion. Odd behaviour regardless.
You don't need to set a time period to limit the bandwidth.
The Only auto-update games between: and the Limit bandwidth to are two separate options.
If you want to limit the bandwidth for all hours of the day then you just need to have the Only Auto-Update Between disabled.
@ OP and DEVs alike :
"Select a 24hour period 00-00", that does not comply with the option "Only auto-update games between". The latter text clearly is not a total disablement, it is a limitation. It needs a window of at least 1 hour.
Same goes for bandwith limitation, that can not be set to 0 either.

This inconvenience regularly is pointed out by Ppl with a limited connection. If they are reaching their tax but need some Mb left for important business, they have to keep Steam offfline.
About the same might be applicable for computers that barely meet requirements for streaming when the main computer can not handle another task.
