gvrBackgroundWindows3 delays shutdown
gvrBackgroundWindow3 preventing shutdown. In the Event Viewer > Application the source is coming from Winsrv. This only happens when leaving Steam still running and performing a shutdown.

Version 10.0.19041 Build 19041
