Steam won't resume the download.

ISSUE
For example , you have 40 gb left in your drive and the game you want to download is 30gb,You can easily start the download but after you reboot the pc and start steam , it won't let you resume. It will say that you don't have enough disk to download instead of just resuming

Windows 10 Pro Build

STEPS
1)First you must have space to download that game and have some more space but not more than the game actual size
2)Start the downloading
3)Now restart your pc.
4)Open steam
RESULTS
It will says that you don't have enough disk in download mange tab.

EXPECTED
Should normally start the download as it should be.

GAME: Counter Strike Global Offensive

This shouldn't be a issue because before starting downloading , steam always allocate the space for the game but it seems not working.You have to download the game without rebooting.
