Family share blocks free trials, even when game is not eligable for family share

ISSUE
When a game has a temporary free trial (e.g. The Elder Scrolls® Online) can the usage of a shared library block playing the free trial version. This can happen even with games that aren't eligible for Steam Family Sharing (e.g. The Elder Scrolls® Online)

OS
Windows 10

STEPS

• Dont own the game with the free trial
  
• Have an account that owns it, share its library with you
  
• Have the sharing account play something
  
• Click on the store page the Play Game button

RESULTS
Steam - Error: An error occurred while updating game-name (shared library locked)

EXPECTED
Steam prioritizing the free trial over not letting you play at all, and especially doesn't let a family share lock games that aren't eligible for Steam Family Sharing.

Libraries are shared as a whole and even games with 3rd party logins which can not be shared will lock the library if being played.
