Friends list is just a black box.

Issue:
I start Steam and attempt to open my friends list, however, when it opens it only comes up as a black box that I can resize but cannot do anything else with.

Operating System:
Windows 10

Steps:
1. Open Steam.
2. Open "Friends" list.

Results:
The "Friends" list opens but appears as a black box that can only be resized.

Expected:
Steam displays my friends list with all the other stuff available with that.

Unfortunately not. I've tried restarting Steam, my PC and opting out and back into the beta with no success.

I've managed to get this far by opening Task Manager ending the Steam Client Webhelper task and attempting to open the friends list again. However I get this far and all it ever does is display said screenshot everytime.

i do not know if this will help, but i just had this issue, *hello from the future* but what i did is open task manager go to processes, steam webhelper drop down menu highlighted everything for steamweb helper, and clicked end process, open friends if its black again, repeat the process until it finally decides to behave and that worked for me, might reset the settings you used for steam friends, but thats what i did.
