Youtube Fullscreen in Steam Overlay

I've found similar topics detailing this bug going back to 2014 but no one mentions an actual fix. Valve claimed to fix the issue back in 2015 but they haven't.

When playing a game and in steam overlay, I viewed a YouTube video and pressed fullscreen. The steam overlay disappeared but I could hear the video playing in the background.

Now, whenever I try and open web pages in Steam Overlay, they seem to try and load 'fullscreen' and the overlay disappears. The overlay works fine up until this point. Spamming alt+tab repeatedly can get the overlay back, and I can see the web page is open in a browser window that only has a 'X' close button, rather than the normal maximise button.

This is after several PC restarts, and regardless of game.

Is there a workaround? A way to reset overlay settings without reinstalling Steam?

Goto Steam Client settings,
Goto Webrowser,
Delete Cookies,
Delete Cache,
Goto Downloads,
Delete Cache,

Report back if this works or doen't work so others can help/be helped by this...

Unfortunately that didn't seem to work, but I managed to fix the problem by launching a game in windowed mode and then opening the Steam overlay in that. The problem hasn't come back since then.
