Steam overlay and controller config no longer working with Call of Duty Modern Warfare

ISSUE
I have been launching CoD Modern Warfare 2019 via Steam and using the overlay and a config for my Steam Controller without issue since launch. This no longer works in either the Beta or Stable releases of the Steam Client.

OS
Windows 10

STEPS
Modern Warfare Launcher.exe has been added to Steam as a non Steam game.
Launch via BPM or normal client (behaviour is the same either way)
BattleNet launcher starts with Modern Warfare selected as expected.
Steam overlay displays Steam Community and then Config Loaded notices in bottom right over the launcher.
Config is loaded, however it does not switch to the action set (Menus) that should be active when the cursor is shown.
Starting the game by pressing Play launches Modern Warfare as expected.
Games starts but Steam overlay is not active and game config is not active at all, only the default desktop config.
Cannot play the game with my Steam Controller!

EXPECTED
BattleNet launcher starts with Modern Warfare selected.
Steam overlay displays Steam Community and then Config Loaded notices in bottom right over the launcher.
Config is loaded, detects the active cursor and uses the specified action set (Menus).
Starting the game by pressing Play launches Modern Warfare.
Game starts and Steam overlay displays Steam Community and then Config Loaded notices in bottom right over the game.
Config is loaded correctly and detects the cursor being shown and uses the correct action set (Menus).
In game play with cursor hidden the default action set is used, I can play the game with my Steam Controller and I win another game of Warzone Battle Royal!

(NOTE: Most key binds have been changed in game from default bindimgs so that on screen prompts make more sense for controller use. It also relies on many other non-default in game settings. Do not expect to be able to play with it even if this bug gets fixed!)
