Mouse Wheel not scrolling - Right Click Not Working

Hello,
Just updated my Steam Client to the latest build version from November 9, and noticed that my HID-standard (3 buttons) mouse's middle wheel button is not working when i try to scroll the pages. That has something to do with updated Chromium package within the Steam itself, and i can scroll fine in Library. Scrolling is ONLY not working on tabs with Store - Community (and Discussions) and while viewing any other browsing-related content.

The only thing working is pressing over middle button showing scroll navigation icon, but as i said, it doesn't work when i just roll middle wheel button up and down, nothing happens.

Other apps work fine, including regular Chrome software.

Bonus: Also right-clicking not working, nothing happens from now on! No context menu appear to copy-paste and for other operations unlike implemented in previous version(s).

My system is Vista SP2 and haven't tried on another OS. But the mouse and driver is just fine so this is Steam's problem or bug which has been produced brand-new.

I have this exact same problem, except the right click issue: been going on for well over six months now despite a clean Steam reinstall and multiple client updates. Every workaround I tried doesn't work either, like mapping macros to the scrollwheel in xmouse, disabling xmouse and any mouse software entirely, using a different mouse... I'm at a loss.

Windows 10 64bit.
