Steam.exe -login %u %p broken

ISSUE
using the '-login' command line option does not log in correctly.
using as described in https://developer.valvesoftware.com/wiki/Command_Line_Options
"C:\Program Files (x86)\Steam\Steam.exe" -login name password

attempting to launch steam this way sends you to the login screen, and then when you choose the account it stalls forever. Killing steam and relaunching normally allows you to log in again.

OS
Windows 7
occurs on both beta and non-beta clients, occurs with or without account information saved

STEPS
* start without Steam running
* "C:\Program Files (x86)\Steam\Steam.exe" -login name password

RESULTS
account is not logged into (but is selected), attempting to log into account never succeeds

EXPECTED
able to log into steam via command line

apparently the login parameter doesn't work with steam starting in big picture mode, it seems to work without
