Thanks for testing and providing more info. What is your monitor config (how many, resolutions, DPI / scaling settings on each)? Also what version of Windows are you running? Before you went and checked the settings there were no compatibility settings on either steam or steamwebhelper and that's when you see the issue?
I am using 1 monitor at 1920x1080 resolution with a Windows 10 v1803 DPI scaling of 125%.
I was using no compatibility settings when I experienced this issue, and Steam's Interface setting "Scale text and icons to match monitor settings" is off. Turning this option on does not fix the issue, instead it causes the whole Steam Client to also zoom in and become blurry, not just the Steam Browser.
I managed to resolve this issue in two ways, without setting my Windows DPI to 100%(which also fixes it).
Either Override Steam.exe's high DPI scaling behavior in Windows compatibility settings, and set the scaling to be performed by System or System(enhanced), not Application.
Or Override steamwebhelper.exe's high DPI scaling behavior in Windows compatibility settings also resolved it, and set the scaling to be performed by System or System(enhanced), not Application.
And yes, without Compability settings, the Webhelper is scaled out of wack and Steam is normal.

Also, for joridiculous, you should see the option if you are on Win10. Are you running Steam in compatibility mode for an old Windows version maybe? The option would normally appear where you have a blank line right above Run Steam when my computer starts.
(Dont mind the checkbox for "reduced color mode". It got checked switching windows.)

So, I strongly suggest you update not only for that reason, but so you get security fixes for Windows. We will issue another update to the beta soon that fixes your issue either way though.
We'll also try to reproduce further on Windows 7 per B4's post, it seems like there are a number of separate scenarios where HTML content is now "correctly" respecting DPI scaling but where due to not having full support the rest of Steam is not.
I'm also curious now though, why are you guys running with scaling on but not wanting it to apply to Steam? Are you having all your other applications scaled up but specifically just want Steam much smaller than other apps? We'd like to understand if there is a user scenario here we could solve better in some other way.
That's interesting thanks, many applications don't have a supported disable scaling option though? Are you using the compatibility settings on each executable to go and disable? I guess it's hard for us to solve this better for you, since the option you really want is a windows option that scales just the taskbar and desktop and would then not try to scale apps at all.
Update: I have also just pushed a second update to today's beta which I hope fixes you and joridiculous. If you can check for Steam client updates and then let me know if it helped that would be very useful.
