Issue with 360 Direct Input controller (Razer Panthera arcade stick) after latest Beta update.

I downloaded and updated to the latest build of the Steam Beta and since then I've been having this really odd issue with my Razer Panthera. It's currently being used in Big Picture Mode configured as a 360 controller. I use this device to play fighting games like Street Fighter V and Dragon Ball FighterZ.

The issue I'm seeing is that the R2 and L2 (It's technically a PS4 controller) which are the trigger buttons are not functioning properly.

The button bound to R2 in Street Fighter V is Heavy Kick. I press R2 and get the Heavy Kick like normal, BUT when I press R2 again (after no other inputs) nothing happens. I can mash the button over and over, nothing happens at all. When I open my controller settings in game (there's a nice button test option), I can see that when I press R2 the game thinks I'm holding the button down.

This is also happening to my L2 button (this is assigned press X O and R2 or A B RT for 360 notation), which I very rarely use. I press it once and it seems fine. If I press it again, nothing. In fact, if I pretty R2 after L2 I get an O command (B on a 360 controller). Now that's really odd.

When I press any OTHER input on the arcade stick after pressing either R/L2 I will get a normal R/L2 command. So If I R2 and then press down on the arcade stick (bound to Left Stick) and then R2 again it will come out just fine.

At first I thought it was an issue with my physical buttons, as it's happening on all my games... I was able to swap them out to two brand new ones and the issue was still there. I've tried reconfiguring the controller, but to no avail. The only other thing I could think of was going back to the non-Beta build of Steam and VOILA.... it's working normally.

I actually see some similar issues reported here. Just wanted to reinforce that this is kinda of a big issue at least for me. I'll be more than happy to supply any information if any is requested.
