This kept happening every 3-5 minutes and really made the game unplayable. I have tried bunch of fixes but none of them worked, and disabling steamwebhelper.exe prevents me from going online and seeing my friends.
Yes I've restarted my router, my internet adapter and also my PC. I even re-installed steam with no luck.
I'm not surprised this keeps happening, though. Valve isn't close to being a perfect company, and fact they successfully created this platform long time ago actually blows me away.
Good ol' Xfire, I really do miss you.
Well, I'm using Ethernet connection and this problem still persists.

I really hope someone from Valve is actively trying to fix it, or provide us with an option to revert back to the old friends list and chat.
I have found a solution. Add "-nofriendsui" to your Steam shortcut. It will disable the new (and in my experience extremly broken) Friends UI and revert back to the old UI.
Yeah that's what I ended up doing, except I added -nochatui -nofriendsui in the target line of the steam shortcut on the desktop.

The workaround now is:
The parameters in the thread marked as an answer have been deprecated in a previous stable release.
With the parameter that I've mentioned; you lose the overlay.
For the issue with the friends network disconnecting, it's maybe just connectivity issues.
You can clear Steam's web cache.
[Steam] - [Settings] - [Web Browser] - [Delete Web Browser Cache]
I don't experience this.
