Steam settings:
Interface: at scale with windows on/checked;
Library options to "large" -
Windows:
Right click on the steam icon on taskbar, right click again to get to properties (or you can simply go to the steam.exe and right-click =>properties) then choose compatibility tab:
Set "compatibility mode" to Windows 8;
Press the "change high DPI settings" button further down on the menu:
Check\enable "Program DPI" box using the "I open this program" selection.
Exit Steam and re-launch.
*I also check to run as administrator to circumvent having to enter in my pw every time.
This works really well when you truly have a high scaling setting and use the Windows scaling option in Steam client - preventing it from having giant non-functioning windows/window elements taking up considerable space. It leaves the text at a legible size and the window elements are not bloated to oblivion with unmovable horizontal scrollbars; keeps everything within the size of the window. Hope this helps someone else who uses gigantic DPI and 4k TV as monitor; such as myself - it took years to find the right combination to make it usable again. :)
This works with the default skin. I imagine it would work for custom skins as well although I haven't tried it with the custom skins I have installed (metro & plexed).
Thank you so much! I was so mad that Steam just sh!t the bed with high scaling STILL in 2023. We shouldn't have to go through these extra steps, but I'm so thankful that I can finally use all of the popup menus and whatnot that were just completely broken before.
