Notification tray icon missing
ISSUE
In the latest beta release (Build 28 Feb 2018, API v108, package v. 1519863247) the persistent notification tray icon is disabled.

OS
Windows 7 x64

STEPS
* Launch Steam Client (Beta)
* Check Notification Area, incl. tray, for icon
* Open "Notification Area Icons" in control panel, set to Always Show Icon and Notifications

RESULTS
Notification tray icon is missing, though Steam Client is running. Control Panel says it is inactive.


EXPECTED
The notification tray icon should appear and be clickable. M1 opens the Steam Client main window, M2 opens context menu with various options.
