I know the blue light is intended to be on, but after disconnecting it stays on for over 5 minutes (I'm also assuming that it never goes off) and the controller has to manually be powered off.
Maybe it is on Nintendo's end and not Steam's since it occurs after it has been disconnected?
I've found that there's a setting for controlling the light brightness in Big Picture Mode. It should be in the general controller settings, in a sub-menu for the Switch Pro Controller. Hope this helps!
So just in case, another option is available on Steam > Settings > Controller ; if your controller is connected an "Advanced" settings button will be in the list, and in the next screen you'll have the option to lower the LED brightness down to 0
