[Resolved - GameOverlayUI.exe *32] 11/01/19 New User Interface update;
An issue that first time happened and used to be known way off in the past to Windows XP users where occasionally Steam client would freeze and no functionality would work not even Steam icon on the taskbar. And the only way was to close the program's process through task manager.

I just had this problem by couple minutes ago when during my usual routine on Steam while playing with Steam overlay enabled, I've noticed I could not send messages to friends or click on any shortcut on Steam overlay and when I tried to open any shortcut linked to Steam discussion the black window appeared so no response to Steam community neither the web browser. When tried to scale the size of friend's list window the image was not rendering and so the black display kept getting larger not refreshing the window.

So I had to exit the game and see by myself Steam had frozen and I had to close the process through task manager and make my login back.

If such old issue that used to happen frequently back the old days why would come up now?
I suggest to pull this UI update back to beta and test more before release without further due if there are unknown issues that still need to be adressed.

I'm on Windows 7 Professional - SP1 x64.

1) Content tabs loading forever, I need to end Steam process by using the task manager

2) black screen I need to resize or move the window for the content to come back

November 6th update did no change or fix. I am still suffering what I was having before even with Low bandwitch mode plus low perfomance mode and small display. Steam client freeze, takes so long to respond on any function outside the library.

I can no longer fix the refresh rate on games upon start up. Logging off and logging back will not solve the problem like before November 6th update. I can no longer as well like used to a workaround to fix the refresh rate making games go back to normal and run as they should. Now they are really slow and lagging on screen.

Unacceptable the moment what it is now if uneligible to play anything or use Steam client properly.

It seems to be this UI update is having conflict with GameOverlayUI.exe *32 process that upon the Windows boot, Steam client operate as normal, make the login and function as it should but when executing any game or program in the library.
Steam overlay does not show on screen and the refresh rate start to lag so much making impossible to continue.

What I noticed is GameOverlayUI.exe *32 process still running after the program is closed and my my status show online instead of playing something is that as it sound the issue might be related to Steam overlay and this November 2019 user interface update including November 6th attempt to fix some of the existent problem which so none of them took effect to my side.

New client is working like crap.
Sometimes I cant even check my games list in my profile, links to the store are not working in my games list , all takes forever to load.
I need to use Google because is faster to browse than Steam... An external website is faster than Steam own system...
I just want the old client back...

Well you can send your observations...everything you find abnormal and that isn't working as should to their support center. You will be able to discuss further more to a Valve employer about the problem and maybe know if they are trying to repair the damage.

Otherwise you going have to be patient.

About restoring Steam files to before this UI update there are few discussions on help and tips section about how to do. See if it work to you.
But at the moment the only temporary fix to me that work is to make the login after Window is boot, run the game, quit the game and client and log back and everything seems to go back to normal.

November 14th hotfix:
Did not fix the main issue I'm still facing when I boot my PC and right on the startup, I make the login, the Steam overlay does not run with the game and so on the screen start right away to lag so much, the frequency speed is horrible slow that still force me to quit the program/game and wait couple minutes because Steam client still not responding fast enough.
So I make the logout, log back and enter any game and Steam overlay run normal and the unknown issue about the screen lag get resolved.

But this workaround I'm doing is not acceptable and quite exausting to do everytime I boot my system.

So noticing I've read the list of bugs or issue that might be resolved along November 14th client update did not resolve what I am still having that might related to are:
Library
  • Fixed intermittent client crash on startup
  • Fixed intermittent steamwebhelper crash

This main difficult about the slowness when you run any game on after restarting/turning on the PC and make the login to Steam client and run any game with Steam overlay enabled, the screen lag, the perfomance is really slow on screen that the only temp. solution I'm still doing is to quit the game, logout of Steam and log back.

Noticed today as when I run any game that does not use Steam cloud functionality when I run the client after booting my PC and I face this problem with Steam overlay not running and the screen horribly lag and the perfomance goes down.
When I quit any game that are not using Steam cloud and I try to logout I see the box about:

Was not resolve.


P.S. I haven't been getting unexpected crash but the not response, the slowness in every action are they related to the meaning of crash?

Is more obvious lately that the slowness on the frequency rate when running games with Steam overlay is because the new library UI update damaged very bad the functionality and so on everytime I still see when I boot my PC or turn on everyday and login on Steam client and run any game with Steam overlay enabled after quitting the game, the process GameOverlayUI.exe *32 takes too long to shut down and the unknown Steam cloud synchronization that show are someway linked to each other and I've been playing most of the game except for Fallout 4 dont use Steam cloud synchronization since they are online and from other game companies.

So quoting again one of notes from Nov.14th patch:

The problem remain unsolved..

I have updated my Windows 7 - x64 bits SP1 with the last kbs packs from September and December 2019 and recently I have updated my oldest Nvidia driver 398.36 WHQL to 441.66 WHQL and I am still suffering the present issue about when I boot my PC or on startup, Steam client run normally but upon starting a game, Steam overlay don't show on screen and the perfomance, frequency rate on screen is tremendously low forcing me to quit the game and wait several minutes to complete a unexistent Steam cloud synchronization process to make the logout on Steam so I can continue to use my workaround that require me to log in Steam client > run the game > logout Steam client and log on back in the client to normalize the perfomance on Steam client and games and of course to let Steam overlay to display on screen as well.

Update status on the results:
December 16th and occurred a hotfix to many unexistents problems I was aware or didn't encounter and still the issue with GameOverlayUI.exe *32 still remain unsolved.

And as what might not seem to resolved the issue with Steam overlay not working properly after turning on the PC or when you logout and make the login after leaving for a while. This issue still persist.

January 20th update:
    General
  • Fixed the overlay not working correctly or crashing some DXGI/DX12 games in upcoming Windows Insider builds.

I am still suffering the main problem with Steam overlay running so slow that the screen refresh rate stutt so much, the overlay does not show and the workaround till today is to log in > run the game > log out > wait for unexistent Steam cloud synrhonization get over > log out and log back to make GameOverlayUI.exe *32 run properly without none of the issues I have described.

However I have been catching a new problem issue with the client very recent and linked to this Jan.20th patch where you leave the main window at Discussions section and run any game and quit when you accessing any shortcut to load another window on Steam client is when you reload the previous page a new problem comes around where it will show your account credentials on a hidden part of the window at the top like you were using Steam overlay.

Screenshot have been adjusted because this exploit is causing my credential to appear whenever I leave reload the previous page on discussions page on Steam client after exitting games.

March 1st:
Nothing have been changed when 13 hours before the trick I kept doing for over months and hours before to log in on Steam client, run any game to see the lagging problem with the overlay and not showing, quit the game and expect the amounts of several freezing and more lagging issues with the client to finally make the log out of Steam client and then log back to get temporaly resolved is no longer working.

I have done 6 log in and log out and Steam overlay is not showing and the screen is slowly stuttering and lagging so much that even after quitting any game, the client will as well freeze, slow react that only action I can do is to log out and wait for the damn mysterious Steam cloud synchronization get over and log out.

But when I log back the client run normal but the procedure I have been doing since November 2019...since you released this broken UI library update is no longer working and now I am uncapable, unable to make use of playtime on Steam.

This time I need answers, solutions to not be willing to abandon your service. So please do not ignore this urgent matter to undo what ever have this unknown bug/problem due to November 6th Steam library UI update.

Update status on the results:
Since this UI library update came I kept ticked both options on Library section in the settings on like Low-bandwith and low-perfomance mode.
So desperately after no solution I had try to turn off low-perfomance mode and kept everything else as usual ticked.
I did run three games with Steam overlay disabled and the screen wasn't lagging not even Steam client too after having quit them after. Then I enabled Steam overlay back on those games and ran back and screen was no longer lagging or slowly stuttering.
( I can't tell what magic this is )

So is not exaclty my conclusion but again what ever Valve brought with this library UI update, some option or combination with couple settings on Steam client are causing this major and unknown issue with Steam overlay and the complications with Steam client as well.

Well my hopes were lost in trying to figure out why still bother me this unsolved issue with Steam overlay not working as should when you boot you PC or when you log out after and log back.
The Low-perfomance mode did not affect at all anything and so on the problem still persist.
Keeping this report active because Valve support won't come up with a explanation to this issue or will not admit it do exist.

So Anyway It has been 8 months since Steam have launched on October 26th 2019 the awful new look and layout to Steam library at the client and the remain issue where I suffer from strong hiccups, freeze, slowness at the screen when entering any game and Steam client start to freeze bad and force me to do only trick I have come up ever since November 2019 updates made awfull changes have been to log in the Steam client, log out and log back to make everything run smooth, and normal.

Somehow this temporaly workaround have been my only method to keep using this service.
