Do not turn controller on until after steam is up and running. The classic "turn it off and on" fix works too. When I see a double controller count in Steam, I turn the controller off/on, and then steam will see just the single controller.
I now can have an Xbox One Controller paired via Bluetooth and everything appears to work correctly. Tested with Shovel Knight, Streets of Rogue, and Rogue Legacy. I have also been able to use 2 Xbox One Controllers via bluetooth to play games.
single controller identified (works)
1. start steam
2. turn controller on
3. connect via bluetooth
(wrong)double controller identified
1. turn controller on
2. connect via bluetooth
3. start steam

Now my only fear is all the 32bit binary games that won't be working after Mojave is released.
