Big Picture Mode: Xbox One Elite Controller 2 double input via bluetooth
ISSUE
When using the new Xbox One Elite Controller 2 in Big Picture Mode, the inputs used to navigate the menu are doubled. This makes controlling the Big Picture Mode menu with this controller essentially impossible. Looking online apparently others are having this issue too.

OS
Windows 10 Pro (build 18362)

STEPS
Connect Xbox One Elite Controller 2 to PC via bluetooth
Open Big Picture Mode
Try to navigate the menu with controller

EXPECTED
Controller inputs on the Big Picture Mode menu work as expected.

ACTUAL
Controller inputs on the Big Picture Mode menu are doubled.

NOTES
I have the latest firmware on the Xbox One Elite Controller 2.
I think Steam sees this controller as two separate inputs, one called "Xbox 360 Controller" and another called "Bluetooth XINPUT compatible input device". The latter is what I see in the Game Controllers menu in Windows itself. The Elite Controller 2 is the only controller connected to my computer, and I'm not running any controller virtualization software.
This controller works correctly in Big Picture Mode when wired.

I am having the exact same issue.

Windows 10 Home V 1903 Build 18362.449
Most recent updated controller firmware and Steam client.
Fully updated Bluetooth and controller drivers.

In Steam Big Picture Mode, under [Settings -> Controller Settings] I see both an "Xbox 360 Wireless Controller" and a "Bluetooth XINPUT Compatible Input Device". In Windows however, under [Bluetooth & other devices], [Devices and Printers], and [Device Manager -> Bluetooth] I see "Xbox Elite Wireless Controller". [Device Manager -> Human Interface Devices] shows a "Bluetooth XINPUT Compatible HID Device". Windows clearly identifies my controller perfectly, but Steam does not.

Analog stick will move two spaces every time you move it. Additionally after navigating to the Library (or similar screen) the face buttons do not register correctly anymore either. "A" and "X" will bring up search, "B" and "Y" will do nothing.

The controller works perfectly as far as I can tell in Steam Big Picture Mode when connected via included USB-C cable. [Settings -> Controller Settings] will show "Xbox One Controller" and every input will work as expected. Windows shows it in [Devices and Printers] and [Bluetooth & other devices] as "Controller". In [Device Manager -> Human Interface Devices] it shows an "XINPUT Compatible HID Device" just like for Bluetooth, but there's a new category [Xbox Peripherals] which has "Xbox One Controller" listed.

I have a screencap in that second link. It only shows "Bluetooth XINPUT compatible input device".

I know this isn't really an optimal "solution", but I decided to just go buy an Xbox Wireless Adapter and it works perfect with that. $50 for an extra regular Xbone controller and to stop having to deal with this Bluetooth issue on a $180 controller seemed worth it.

Obviously they should fix the root issue with BT on this controller, but in the meantime if you just want it to work (but don't want it wired), I recommend the adapter.

I know the wireless adapter is an option, but I also wish this just worked.

I'm having the exact same issue. Looking at the Supported Controller Database, there is now a second "Microsoft X-Box One Elite pad" with Pid 0x02ff which matches the hardware ids of the series 2 when wired in (HID\VID_045E&PID_02FF&IG_00). I guess we've just gotta wait for Valve to roll out bluetooth support for the series 2 - waiting on "Microsoft X-Box One Elite pad (Bluetooth)" with a Pid 0x0b05 (to match the BTHENUM\{00001124-0000-1000-8000-00805f9b34fb}_VID&0002045e_PID&0b05 hardware ids reported by Windows).

I just bought an Elite Series 2 and I was having the same problem. I was able to figure out the solution. When you are in a game open the steam overlay
shift tab --> controller configuration --> Cog (Gear) --> disable steam input
